Because it's licensed, and many people don't want to upload licensed stuff, so they play safe by saying it's completed. If someone else wants to upload the rest, they can easily do so.
Nah, it's been licensed for years, and they just changed it. I own the other volumes, and I wouldn't upload them myself, but it's odd they added volume 8 and marked it as complete.

I've been reading this on lezhin as the English chapters come out, but I really need to stop peeking at the raws. Having to wait for weeks for the translation to understand what's going on is no fun.
