Nopeeeee. I used to judge a book by its cover for good art but I tend to miss out really good manga. One time, the cover has the characters pose in awkward position that I cringed so hard. I read it anyways because the comment keeps praising the manga. And guess what? It isn't masterpiece but I enjoyed it.

There's more to a cover than good art. Just by looking at the cover you could tell if it's shotacon, romance, fantasy, fluffy, dark, etc.

The one's I hadn't already read were Moon and Sun and Wolf in the House. I usually dislike long haired guys but that first one was really hot!
