Maybe you're new to this manga? Maya's black hair with the buzz cut near the neck has been around since chapter 15 (vol3). It's been around for a couple of years. ╮(￣▽￣)╭
I love Otabek as well.. Only the hairstyle is similar for me, same buzz cut style near the neck and longer hair until it reach the top. Otabek's hair has a higher buzz cut though, and it also has a more distinct line were the buzz cut ends. The facial features are different in my opinion.(▰˘◡˘▰)

I think it's a cross-dressing man. Oh and the female pronouns don't necessarily mean anything - could just be a translation thing! In japanese you can talk naturally about a person without referring to gender but that's really hard and unnatural in english, so that might be it.
