First, no one cam blame arthur coz it is really true that he is old enough mentally. Even if it is obvious that it is his new life, it is too hard to change for him. In his previous life, it was never stated if he had "his own family" it is always the "kingdom" and "kingdom" since he is a king.
And now that he is given this chance, his purpose if to protect his family from the start that is why he is working hard, romance is still not in his mind.
