So basically Touya decided to surpass Allmight because Endeavor arouse that feeling inside him, but he can't use his fire quirk because he's just gonna burn himself if he's gonna use it, so they want to give up, but on the other side Touya also wanted to be a hero, but again he can't because of his fire quirk, so he got jealous of Shoto because he can use fire quirk without burning himself
