I think the first part of the chapter is point out that Hyung's actually interested in the girl bully. This interest in him is just a way to break up him & Yuri for the girl's benefit. Now that Hyung didn't get his way being nice, he's going to try to be nasty.
Actually, don't be so sure about Yuri. Given his record that isn't likely to happen unfortunately. I know the gray haired dude is a(n attempted) rapist but there are some things that take even that one step further.
