Well, malnourishment can at times stunt someone's growth properly. It'll take years for her to finally grow now that she is in a much better environment. Even gaining royalty status, being part royalty as well thanks to the founder of her house being from the royal family originally and becoming the head of her old home.

While the age gap is severely wide, this is not too bad. The former King isn't forceful nor is he grooming her either. He is giving affection to a girl who never got it at all from the age of 10 and onwards. I don't believe so at all. Many people with age gaps, no matter how wide, can fall in love. With each other.
I also don't see them as father and daughter, he is just caring for her out of protection due to her abilities.
