They werent mates. He was also an alfa. That oldy killed his wife because she founded her mate. It was reason why levi couldnt accept eren. He was scared that something similar will hapennd dto them too. He wanted to be chosen by heart not by instincts. Not sure how is that old guy related to levi pho... Probably someone from the original story...
