I think the reason he said 'come out' instead of 'arise' is because he says arise when he's summoning them, but his soldiers were already summoned and hunting the monsters. so I think his 'come out' is more of an 'come out from hiding' to his summonings since they were being discreet when killing the monsters which was why the monster king originally assumed jingwoo was alone in the beginning.
I'm pretty sure that Jinwoo only uses "arise" when he wants to create a new "summon" from a dead body. In the scene you are talking about in chapter 111, he just orders his army to come out of hiding, so "arise" is not needed there ╮(￣▽￣)╭
