So Sei, being the mental patient he is, contacted Kaoru to get Kanno to stalk Kaoru. Kaoru will allow himself to be stalked. This takes away Kanao's audience... so Sei has Kanao all to himself.
Sei knows that Kanao was working with Kanno. Sei doesn't want anyone to be closer to Kanao than he is.
(The even deeper twist here is that Sei finds out/knows that Kanao has a twisted relationship with his brother and uses it to his advantage.)

Hahaha I suppose it can get quite annoying but MC has his own problems and circumstances that lead him to act the way he does. I think his actions are understandable considering his personality and past.
He makes mistakes, has his own values and struggles with issues we all face like deciding what to do with our lives, mental health issues, ignoring and running away from our problems or acting upoun assumptions we made without actually listening to the other party. I personally find him an intiguing character but I agree, some misundertandings are a little too strecthed out for dramatic value which make things annoying.
