It was a burn unit. Other burn victims were shown (the one he first thought was Sangwoo). Burns are not that uncommon. Sangwoo's were so severe that he likely could not have sat in a wheelchair at all. And they would not have put someone who was a big deal in an elevator with others (they would have used one with cops just for him.)
