The fact that it seems they met in prison if this is the backstory it would make sense because Lewelling’s response when was he was told he could go to prison if he keeps killing was, “I’ve been through worse”. So maybe that Doctor Who’s supposedly his friend yet seems like it’s monitoring his condition is part of his rehabilitation program or something because his career as a cop went wrong. Considering the fact that Lewelling claims he has already been abandoned by the main character it would make sense.
