It's commonly used but it doesn't mean it's a common type. It's just a type it blood that fits in all types of bloods so it's normally used in large cases of accidents for example.
o blood type is indeed the most common blood type, o+ is the most common and ab- the rarest. the reason they always ask you to do it because your blood type is the best for donating you can donate to literally anyone in needs of blood and that's the reason o blood type is in short because everyone can use it so the demand is high so they use it much more and that causes the short. they always ask people with o blood type to donate so they don't face the shortages.
negative blood types are not common so yeah o- is not common but between negative blood type o- is the most and in general o blood type is the most common one, yeah it can get a little bit confusing haha it's kinda like this o+> a+> b+> o- >a-> ab+> b-> ab- and almost half of the population have o+ that's why o blood type is the most common haha
