I haven't seen the raws, but going off of the english one, it could be a play on words, as in "The world's most extra-ordinary marriage proposal." So possibly fitting Kuroko, not saying the best or extraordinary, but just really ordinary. Maybe.
It means that Kuroko was about to propose to Kagami and that's a revenge cause it's like stealing the spotlight from the groom and the bride and no Kuroko won't be crashing the wedding Bác in the end it was said that he chose Kagami and loved him more than anyone in this world

I know Kuroko's isn't the type to fuck up someone's marraige just because of his selfish feelings, but that part was a little confusing since he previously joked about giving a 'revenge' speech.
