Yes, Shishou manipulated his way to get through Todo which is heavily signified through the razor in the very last panel of the last chapter. Basically, in the very first chapter, the MCs were both introduced that there’s a difference between them. Hence, why they were introduced by “there’s this one person, and the other one is....” as also seen in the plot summary. But then it turns out there’s something common between them. Basically, their insecurities. Although, that’s what the manga wants us, the readers, and Todo to believe in. That’s how Shishou was able to find a way to lessen the distance/difference between them since that’s the whole premise of the story. If you have noticed, Todo keeps thinking how much of a good guy Shishou is cuz that’s how Shishou wants to be seen by Todo. Also, why he resorted to helping him through physical intimacy because he had to find a way to lessen the distance between them and by secretly meeting he could create a more intimate relationship tying Todo more to him. He even has condom with lotion on it. Todo even acknowledges it that he “brought something amazing”. Basically, he’s prepared. He definitely planned it from the start. And when he was raped even if Shishou was honest about it he knew that he still has the upperhand just from his words, “You can report it if you want but your secrets will be out.” He knows Todo is very insecure hence he really will not report. And when Todo spoke to the bully it made it seem like that Shishou purposely raped Todo to hate him to protect him from getting exposed. But then, Shishou said, “It’s not like that.” Remember, Todo keeps thinking that Shishou’s a good guy and now he’s seen more as a good guy cuz “he’s protecting him.” That’s how Shishou really want to be seen by Todo even though if the bully will expose their relationship Shishou knows that there’s a big possibility that their relationship will be in shambles therefore destroying the reason for their rendezvous. And the “differences” that Shishou has been trying to break between them through their “similarities” will be in vain. But that doesn’t matter since he knows Todo will go back to him. Due to the fact he knows it would seem like he’s a kind person by helping Todo with his insecurities and by “protecting him. He planned it all. Through a flashback Shishou hearing about how Todo’s friends know his insecurity and a girl liking him. Everything has been tied up that Shishou manipulated his way through Todo. I don’t know if you noticed but if you zoomed in and looked closely, Todo actually has strands of pubic hair compared to the oh so shiny genitals of Shishou.
The razor is not drawn to show that Todo has no pubic hair cuz to be honest why must it need to be shown when it doesn’t move the plot forward? What is it for? The razor is shown because it validates the fact that the razor is the instrument to lessen the difference between the popular Todo and the gloomy loner Shishou. Therefore, proving the fact that Shishou manipulated everything to be with Todo. Everything was foreshadowed through the lens of Todo and concluded by the simple symbolism of the razor through Shishou’s viewpoint.
