I honestly don't think so, just my interpretation so far. Other girl seems to be kind of like a friend with benefits, but she's definitely hiding something big (from chapter 0 and just her weird behaviour so far). I think she wants to keep MC for herself (and would like to be more) but I personally have the feeling that once our MC figures it out, she'll distance herself from her. Pretty sure she'll end up with motorcycle girl endgame (I suck with names lmaoo)
