The <incest> between Joowon and Haesoo can only be considered when they were between 17 -19 years old, with them being step-bros. Joowon and Haesoo's 'taboo' is not by consanguinity, but they were linked by an affinity and this aspect can dissapear not only in LoH's universe (never thought I would ever say that) lmao but also in real life.

Kinship by affinity is generated and sustained in marriage, so once the marriage bond has disappeared, any parental relationship between the spouses is broken, and if it is broken between the spouses, even more so with respect to the family of the spouses in relation to the other. Guess what happens with Joowon and Haesoo? Their parents divorce and, therefore, the affinity bond dissapeared. They are nothing, they could do whatever they wanted.

Joowon and Haesoo are only seen as brothers socially due to this past relationship but, the reality is they aren't related at all. Why is the reason for their parents wanting to get married again? To impose a taboo on them, who had no impediment from being together. Not because of love or even business, it was to control them. How they handle the feelings of their sons are one of the biggest reasons why Joowon and Haesoo became destructieve people. If they couldn't control them when they were adolescent, they were wrong for thinking of the possibility of doing it with them being adults. I'm happy that they leave them alone but I also hope that, at some point, they can forgive each other.
