Blaming her isn't right though, because it's the father's and mother's fault for neglecting her and making her starved for attention. If anything be mad at her dad and at the mom who is still obsessed with her brother in law.

It's not like she a has a choice of what to feel in certain scenarios. She's never been doted on by either of her parents since going into that mansion and now she hears of another little girl being called cute and basically liked by everyone including the servants. She's also a little girl, you can't expect her to make mature decisions. Also her mother honestly needs therapy and attention from her own husband which unfortunately she won't get (most likely). And moving out would be difficult because her daughter plus she might make a fuss about it.
