Yeah, I thought the same that she needs a maid cause of her title, but I think is the first manga/webtoon I see a Lady in waiting bringing her own maid to the palace.

Anyways if she rly can bring a maid cuz of her title then is for when she is alone etc, not to use her when she is with the Empress since she has her own maids.
