There is a spin off for this story: Kanawanu Koi no Musubikata, and is Kamisawa's story. It's explained there, but I think the green string connects you to a person (not in a soulmate way), but it's bad. Like it connects you to a stalker you have, someone you stalk, etc.
And having no answers will prolly keep me up all night, Ive tried searching but can find the exact meaning.
