What does "permafrost" mean in the story?

I googled it and this is what I got "Permafrost is ground that continuously remains below 0°C for two or more years" But I dont get why thats relevant here....

I think its an allegory, Permafrost is usually underground. So it can be a “coldness deep within Maki”

So like, Maki’s coldness or hate has slowly melted like the melting of permafrost.
