I can't remember the exact chapter but yes he's a friend of Sakurai, he's the one who was working one of the food booths at the festival sakurai and ume were walkin around together. He's the one that got into some sort of accident, on a boat if I'm not mistaken, but don't quote me, and Sakurai gave him some sort of advice while he was in the hospital and afterwards got tattoos put over all his scars.

Hey hey hey, so, in chapter 51 we had a couple there. Sorry for asking, but can someone make me remember who was the long-haired man? Who seemed to know Sakurai. I don't remember if he showed up before in the manga, my memory is bad TwT
