He’s always cared about them? He was just having his hands tied for most of their lives and he is really awkward and doesn’t know how to approach them so I think it’s more he doesn’t k ow how to handle it versus him not caring

Excuse me, but when has he NOT cared about them? In the first place, he abandoned them when they were born because he had no choice.
