Another good point. But I dont imagine him as a patient person, so he would not just watch her, for me. He can like woman knight so he can be "kind" to her. Also he can like "unclinginess" of the festival woman unlike others. (You are first woman to hit me syndrome)

Lol the classic FWTHM Syndrome the only reason this thought came to me was cause he seemed he was enjoying kinda of toying with her (in the sense that he finds her actions and behaviour amusing) and because a lot of the time in manwhas there’s a case of a big misunderstanding that lasts for a while that seems obvious to the readers (which would be the fact he most likely knows that it’s her)
after reading 10th ch and seeing her dreams, he is absolutely using some magic (≧∀≦) and toying with her. But I am not sure if he knows she is the same girl (●'◡'●)ﾉ
I think, the emperor is convinced that if the woman he slept, wanted to be his wife/lover, she would not leave him next morning. So whoever comes to him as that woman, they are liar. At the same time she will not come to me as a pregnant too. This is explanation of his behaviour in ch 5
