Governments don't control or regulate businesses in capitalist based governments. That's why private businesses have the right to refuse service to people or have certain regulations. Governments can regulate and require certain policies, but the main idea behind capitalism is a lack of government interference in businesses, hence why it's a right leaning philosophy.
