Not exactly ? I think he is an assassin hired by the Empress to prodect the MC (and report on what she's doing too). I think it was more intended as a way to protect her (she is the youngest and was considered weak and unfit at the begining) than to be harmful to her. After all, it doesn't seem like her bitch sisters have one of the Empress' men with them.
