At least in the second timeline he made efforts to understand her, protected her while riskink his life and was ready to go against his family for her. Allen and Carsein are the ones for helped and saved Tia from her depression. Ruve is getting their hard work without having to do anything, including the truth of the first timeline.

He was still abusive to her, he still hurt her so much. I get that it's her choice, her power, to forgive him, but to fall for him again..? Why? Her whole point, in the beginning, was to avoid fate, but now she's just been given another fate.

A lot of us loved Tia's character development, but the root of that was because she wanted to escape Ruve. Now that she's being drawn back in, even if he's someone different that character development is washed out, not GONE, washed out.
Some people make the argument, well Allendis and Carsein weren't good to her in the last life either. Bruh, they didn't even fucking know her. At most, it would've been proper greetings to her highness. Plus there are a variety of other factors in why they didn't save her, but bitch think.
