I dont think so since we technically saw her mom die right after giving birth to her in one scene, but ya never know...
I do hope its not that though, and if they do turn out to be related that the romance is with someone else

cuz in the 38ish chapter(not really sure what chapter) the emperor or the archduke father said that he let his baby girl die in the forest and we all know that chloe grew up to be a servant so my theory is that someone found her in that forest and took care of her.
and they both have brownish hair though their eyes are of different colors.
