When did he say that? I need sources. About a year ago Horikoshi said he wants to end the Manga but he realized it is not possible yet because there is still way to much missing. Since then I never heard about a "soon ending" again
He did said it yesterday after the BnHA panel on the jump festa, if you google his name the note will show up.
"I think perhaps the manga will be heading towards its conclusion soon, but I'll make sure you can enjoy it until then!"
