Indeed they are two different people but not for the better. He would have done the same thing the previous emperor did hadn't he regained the memories of the past life where he regreted everything he did only after MC died. He should be thankful to those memories, if not it would have been the same story all over again. But this is the whole point of the manhwua: given a second chance their relationship can develop for the better, kinda plot

Let's be realistic. He could be less or much worse without the memories but he can't be the same cos there's no such thing as the same person.
