She's pretty much just telling him that that one girl just made an empty threat, so he doesn't have to worry. I have the same problem with manga too sometimes. A lot of manga have really confusing and complicated dialogue. Maybe it has something to do with the whole blunt=rude thing in Japan.
It's not just you. That part was translated confusingly, so I had to read it a couple of times.
It's the job of the translator to make dialogue clear and understandable, but sometimes that's hard, especially when there's a strong cultural context. But in this situation, I think it has less to do with culture and more just plain poor translation.

I know this has got to do with me being dumb, but there are some parts of the manga that I don't understand, like the convo btwn shimizu and koga...it's really hard to connect to the characters sometimes...
