To me its Koga cause my friend said whoever make the first move in shounen ai/Yaoi manga that person usually was the seme idk I can trust that or not but doesn't that just the same with romance/shoujo manga which was male lead always make their move first toward the female lead, usually like that tbh so just same with Shounen ai/Yaoi manga....:P One more thing even thought both of them cute doesn't mean both of them cant hve s*x and both them cant be uke or seme try to think maturely you will accept "who is who holding the role"
