He’s not used to having pets, so it probably didn’t occur to him that a leash is just as much for a dog’s protection as for others. He most likely thought it would constrain “Elizabeth” and therefore didn’t want to.
All of you are worried about the food and all I’m wondering is why that tiny dog wasn’t on a leash. Leash your puppies and small dogs for their own safety.
