nope they're different person. not confirmed but i saw people saying that okuda waku is ogawa chise's twin sister which explains the art similarity since they both grew up together.

is okuda waku actually is ogawa chise with different pen name? their style look exactly the same, but when i search their name through google, they have different works. it makes me confused (￣ヘ￣;)
