It's not that he's being that way on purpose, but because of how the head of the house is raised to be as such. You can see he's internally fighting with himself over this. He wants to be a father to her with how she's changed from her norm.
He didn't realize how much he took for granted until she stopped doing what she did everyday. It makes a dent and as she continues to change it chips more away. I'm sure he'll break and give into his fatherly sense.
the father's behaviour & worthy of being forgiven all depends when cosette appears. for now, he still remains as a dickhead father.
