A 'brother complex' doesn't necessarily have to equate love. Usually it refers to a possessiveness or protectiveness of a family member towards another family member without romantic connotations. The terms mother complex, brother complex, sister complex, and sometimes father complex are used in Japanese culture to refer to this type of possessiveness/protectiveness. This is just my own speculation and has no relation to how the term is used in Japan, but the term 'mother complex' might've come from the Freudian term 'Oedipus complex'.
