But I'm pretty sure it is just a one shot since I dont recall anybody called sei in the series or a name related to okabe kyousuke

However their is katsuki kyousuke (yhe one who wants to become host for jin cz he lives him) dude but I doubt he relates

Okabe (sensei) and katsuki might be related
It's also cz the chapter with okabe sense is right before the chapter about Jin's past so they might be related or something

Yeah let's say it is oneshot smack in the middle because me too, had search back and forth and they are the only story with no relation at all with the main and it confused me. On the other hand the father have no backstory in this particular manga but in the other like you say
