Shota is the male equivalent to loli which was a term that was coined to describe or label someone that hasn't hit puberty yet. It's basically like the difference between callin' someone a child and callin' someone else a teenager. It's just an identifier for someone pre-puberty which isn't the case in this story since the character was already goin' through puberty durin' the one chapter.
