For me it depends when he is younger I see him more of a seme and when he acts all evil but if he is just being normal bababy nagisa I see him as uke
Nagisa is pretty much a perfect example of a chibi seme. Basically he's acting uke-ish most of the time, but he does a 180 in the bedroom (+some other occasions) #－.－)(￣∇￣")
