
When Kikugawa (the blond guy) was a university student he fell in love with a kouhai of his, during a seminar, Sugisaka (the black-haired one). But because Kikugawa had low self esteem convinced himself that Sugisaka was way out of his league and that he could never have the perfect happy ending with the one he loves. That's why, when during a party for the seminar Sugisaka sat next to him and hold his hand, Kikugawa believed he did that only because he was drunk and ran away to protect himself from getting hurt.
A few years later, they ran into each other again as co-workers, working on the same project. When the project was completed the whole working team went out to celebrate. At the party Sugikawa sat again next to Kikugawa and hold his hand once more under the table, making Kikugawa super uncomfortable. So when Sugikawa said that he insisted to be part of this team (implying he did so that they can be together) Kikugawa ran away, again. But this time Sugikawa ran after him and asked him to spend the night together.
They ended up to Kikugawa's place having sex, during which Sugikawa confessed that since college he always loved him. The next morning Kikugawa woke up to an empty apartment, and though he tries to tell himself that he was expecting it (that Sugikawa left and that the whole thing was just an one night stand) he starts to cry. That's when Sugikawa returns from the grocery store and explains that because he always wanted to cook for the one he loves, he wanted to make breakfast for Kikugawa but there wasn't anything in the fridge so went out to buy ingredients.
Then Kikugawa, who is very confused, mumbles that they act like lovers which made Sugikawa angry. Sugikawa to make sure that they are in the same page and that their feelings are mutual says that he only sleeps with the one he loves and asks Kikugawa if he is the same. Kikugawa answers that he is like that too which is equal to a love confession. That's the moment Kikugawa realizes that this is for real, and that he actually got the perfect happy ending he was craving for, so he starts to cry again, but this time out of happiness. It's a very cute and sweet oneshot (▰˘◡˘▰)...

Do you know what Kikugawa meant when he said "no.. from before" or something about the lube and condoms??

To be honest with you, I am a little puzzled about this as well. I think he most likely wanted to say something like "no it was before I met you" or "no it was before I saw you again".
What confuses me is that Kikugawa doesn't look like the type who has casual sex with strangers and for him to have condoms and lube, for just in case, seems a little bit out of character. Maybe the original text had a double meaning which couldn't be translated to English???
I am afraid I really can't tell either :(
