In this case, Makoto's trans, which means she always felt like a woman and always wanted to be one. It doesn't have anything to do about creepy cis men.
The thing is, she wasn't a guy that changed into a girl in order to have gay sex, she was always a girl and could finally transition, she just happens to be lesbian as well, the character is never present like this "i can wait to be a woman to get laid with every women i can get uga uga"

In society, fugos are invisible, most people won't discriminate or hate on FTM because they read fugos saying that they would do it because they are bigots.
