I think it's because one-shots are usually made to introduce a new story or mangaka so they only produce a one-shot and depending on it's reception, they might continue and make it into a full series. Some mangas often start with a one-shot being their first chapter, usually named Chapter 0, before the actual series starts. So if a one-shot (the physical manga) didn't get enough attention, they would just leave it like that.
Why is it that great mangas like this are mostly one shot--?
