Yes that's Norihiko, and in my opinion he's not Ikurou's father, because he seems too young to be his father and if he was, Ikurou's mother wouldn't have been so upset about her and Ikurou living with the mistress son, because she thinks Ikurou is the "real heir".
That's my opinion, and I also wouldn't want Norihiko to be his father... I think I can only handle so much fucked-upness without him been his father u.u
