Going by the original they both fall in love roughly around the same time I believe, but I'm pretty sure the seme technically "falls in love first" (because it's in Eungi's perspective and Jungwoo was still skeptical of Eungi's feelings because he didn't want to like a straight guy.
Something might've changed though, but I'm pretty sure this one is supposed to follow the original story.
both of them! one of the best things about this manhwa is how all the feelings are so mutually shared and equal <3 but eungi might be the one to have accepted it faster, since he was more open to liking a guy than jungwoo, who was scared to crush on a straight dude
