Wow wish I had thought of that.... But the citizens didn't know about it and the building is on the edge of the cage so we would have to struggle with transportation which is why a lot of people got stuck places. Though the people who were having issues with Doffy's weak subordinates could totally just go in the factory.
Just a thought but most of the citizen would be saved if they stay inside the factory right?
