Was it ? I think it was time for it because everything seemed calm. We know the emperor is up to something but he is waiting for it, in Lipper's side, she met all the important characters, and i think it's finally time for something to happen. In the next chapters they will be fed mentions of what happened during the time skip but, isn't it at 12 yo that something happened to her father (or what it her mom) ?
