Yes it really is. More comfortable partners might not ask about every little thing but that's cause they have a foundation to work from and know better what to expect and what they want. If you're just meeting a new person and they asked to kiss you beforehand, don't discourage it. It might break the tension in the moment but it's good manners. Plus they may have just been worried they might misjudge your mood and really mess up the situation worse by overstepping your comfort.
