The problem is that there is no national law against it. The minor, local laws entirely depend on the mindset of the people there. For example, Tokyo bans sexual activity with anyone below 18 whereas many of the smaller islands have nothing against it. I heard somewhere that it's not a taboo, it's more like you need the parent's approval that you two truly love eachother. (not sure)
The age of consent in Japan is NOT 13 please stop spreading this misconception. The age of consent in Japan varies from prefecture to prefecture ranging from 13-20 but the majority lands around 18. The prefectures that allow consent at 13 have very specific circumstances, meaning in that prefecture it is probably NOT okay for an adult to date a 13 y/o. Let's please stop using the "Japan's age of consent is 13"
Also important to note is that Japan also has the Welfare Act and the Welfare Act states that no adult is allowed to have sex with a child. Meaning that even if the age of consent in a specific prefecture is 16, no one 18 years or older is legally allowed to have sex with that 16+ year old. The age of consent is really meant for the children, adults are still not allowed to have sex with anyone below 18years in Japan.
I was just reading back on my comments. And I would like to say, if that was true then Johnny(?) Kitagawa wouldn't have gotten away with what he did. Yet, we praise him as the father of Jpop. I feel bad for all the boys he harmed, who still thought it was fair because "that's just the price you pay to be an idol".
