She had the option to, but she didn't take it. Her real body is actually dying and in a state of coma. I think it was stomach cancer of something because she was starved and had awful eating habits growing up. Yeah, fuck that family.
She sees what happened on the real world while she's in coma and they're all really regretting how they treated her and shit. And the father was desprate and all finding the best doctor to cure her. Her brothers diligently taking care and visiting her while in coma and trying to talk to her and stuff.
They actually purposely didn't give her food because they wanter her to join them in the dining table, but fuck them how would a kid know when y'all emotionally fuck her up.
And for the bullies, the other bro beat up the bullies so they wouldn't mess with her anymore, but he didn't know it got worse.
The trashy apartment was so she could consider going back and live with them.
It was all so trashy, like this family is literally socialy incompetent they can't even communicate with her properly?!
Anyways... For Penelope, it was all too late and she didn't have any attachments to them despite having answers to their actions, so she let herself die in the other world and stay as Penelope 'cuz someone was waiting for her there. (Yeah, live in regret you stupid family) Namely, she went back for the Prince.

Yeah, I am relishing the fact that her damned family couldn't apologize or at least redeem themselves before she passed. That way they'll always be living in regret. To me, that's juicier and more befitting than them having to suffer (like from revenge-based stories).
The same goes for the Eckart Family, because at the end, she discards the Eckart name and leaves the family despite their pleas.
It also took time before Callisto, the Prince, was able to get Penelope's love. Like let me tell you, he really WORKED and WAIIITED (a long time) FOR IT. AS HE SHOULD AFTER ALMOST KILLING HER THE MOMENT THEY MET (Although I understand he's on edge and all, but he's also just a lil bit psycho but hey we all knew that).
If I recall, Penelope went to travel and study as an Archaeologist (not sure about the occupation, but she really did study and travelled) Like you know, just enjoy and find time for herself and not be under or tied to anyone because she didn't wanna be Queen/Empress and just yeah, live and have fun.
Yeah, you go girl! And this drove Callisto crazy like "WOMAN STOP LEAVING MY SIDE AND MARRY ME ALREADY FFS IMISSYOU
