And even if they do, it's probably not everywhere. Just places where the higher ups could see when they do inspection.
well you also hafta consider the time period. I dunno when exactly this manga was written but if we say it takes place within the last few years and Hideo is at minimum late 20s then he'd have been a student at least 10 years ago.
that's on the low end of things. so he was a student maybe early 2000s or possibly even the 90s so cameras might not have been in very widespread use at the time for schools.
I was a 2010 graduate and my school at the time didn't have cameras. mind you i went to a small town school but still.
